What is preventing the smartphone companies from putting the front facing camera under the screen?

The camera has been put under the screen. Specifically, it’s poking through a hole in the screen.
The hole is necessary. Every smartphone camera exists in a little module with its sensor, plastic lenses, focus mechanism, anti-shake perhaps. It needs some kind of protective, optically clear cover. If you didn’t leave the hole, your camera would be shooting through organic LEDs or liquid crystals, neither of which are optically clear enough to not distort your image.(Image credit:Amazon)
BBK Electronics (Oppo, Vivo, One+) seems have decided on pop-up “selfie” cameras. That would be my personal choice — I don’t use the front camera enough to miss it, but it’s handy to have if you need to make a video call or some-such. I suppose that, technically, is also a “camera behind the screen”, at least until you pop it up.
